If you want to actually create the Windows 10 USB using the microsoft media creation tool instead of rufus, and you're using a different PC to create the USB media, then you should select "install on another PC" when the media creation tool prompts you. And then use rufus to create a bootable USB. If you're trying to boot a compatible Windows 10 USB, then you can download the iso using the Microsoft Media Creation tool. Make sure you enable the F12 boot menu in the BIOS settings.
